How Laws are Formed!!!!!!!!!!!! By Jessica Reed and Devin Bauer
The bill is then voted on by the senate and the house. The bill must win be a majority from both groups to be brought to the final step. The bill is brought to the president, the president can either sign or veto the bill. If it is signed the bill becomes a law, if vetoed the bill is sent back to congress and can only be overridden with a 2/3rds vote.
The first step for a law to be formed is for it to be put onto a committees schedule. The bill is examined and if the committee chooses to proceed it goes through further review by a subcommitee that applies changes also known as ''Mark ups'' to the bill. The mark ups are then accepted by the original committee and a written report is made regarding the bill. It is then sent to the next step to becoming a law.
''The people's good is the highest law'' Cicero
''The law must be stable, but it must not stand still. '' Roscoe Pound
