The Fugitive Slave Act was for the south in Henry Clay's Plan. The Slave Act was that all slaves would be caught and sent back to the owners of which then ran from. The Slave Act also included Free African Americans.

Kansas soon made the decsion of being a slave state and lose all support from the North. The North lost the support of a non slave state.
