The regime turned from a military strategy direct confrontation to a plicy of systematically destroying the African tribes. The Janjaweed, backed by Bashir, enforced this.
A 2005 "peace" agreement was signed and led to creation of rebel groups like the SLA and JEM.
The Janjaweed were able to continue through support from Bashir who was receiving supplies from the Chinese.
