Ratified on December 15, 1791. Restates that the Constitution's principle of federalism by providing that powers not granted to the National Government nor prohibited to the states and to the people.

Discusses certain powers of the State and National Governments. Under it, any powers that the Constitution does not specificically give to the National Government are reserved to the states or the people. In this way, the 10th amendment prevents Congress and the pres. from becoming too strong.
Examples: The states determine the rules for marriages, divorces, driving licenses, voting, state taxes, job and school requirements, rules for police and fire departments, and many more.
