-A Democratic government is what I would choose, so that everybody has a say in what goes on. -Education for all ages and genders is important so that it is not limited to anyone.
-It is important to be located near rivers so that you can have fertile soil to grow crops, but also for bathing and as a means of transportation. -A strong army of men is important in order to make good and useful weapons, and to defend the civilization. -Diverse religions are important so that nobody is limited as to what they can believe in.
-A writing and number system are important for communicating with each other and making documentaries of history. -Fertile land is important for growing and maintaining crops, that are useful for trading as well as feeding the civilization.
-It is important to be isolated to a certain extent, but still be sociable with other countries for trade. -Punishment wise, it is important to have the "An ey for an eye..." attitude so that it is a fact that people won't do what they did ever again.
I think that the following criteria should be found in the perfect civilization:
