Holy Roman emperors tried to over power the pope. One emperor, Henry IV, had a conflict with Pope Gregory VI. Gregory wanted to make the Church seperate from the rulers. So, Gregory freed his subjects from Henry. Henry told the pope he was restoring his power. They kept fighting until they finally came to an agreement. Then, Pope Innocent III claimed rule over all other rulers.
