Although the genocides ended in 1983, oppression of Mayans and the sentiment of hatred did not. The Indians had little to no power or freedom. Those who complained were never seen again. In 1986, President Oscar Meja Victores rewrote the constitution, setting a ‘civilian run government’, though in reality, the marauding army still had most of the power. In 1991, the U.N. opened up peace talks between government and the Marxist rebels, though they were put off until 1994. In 1997, the U.N. launched a genocide investigation at the urging of the Catholic Church. In 1999, Montt, Garcia (who was strangely not killed in the coup against him), and four other high-ranking military officials were tried in a Spanish Court of Justice forCrimes Against Humanity and were not found guilty. Recently, Montt won other election in 2007 and is the President of Guatemala today, while Garcia died in 2006 of Alzheimer’s. In 1999, President Clinton said he was sorry for aiding the genocide in Guatemala and there was no consequence for his actions. The Mayas are bitter about an amnesty policy that protects their murders, and the Spanish Guatemalans still look down on them and threaten Human Rights Activists and prosecutors with death threats. In 2001, a Catholic Bishop and Human Rights Activist Juan Geraldi was beaten to death by former army officers. They were tried, found guilty, and given a thirty-year jail sentence.
