In 1991 a peace agreement between opposing groups was signed.
The UN joined the help in the year 1977, due to the request of the cambodian gov. They needed help to judge and try people for crimes commited during the KR rule.
Alothough, not technically considered a genocide by UN standards, the international community saw fit to step in and help bring the genocide to a close.
