How Does the Chinese Government Work?
As an example, I will put myself into the situation of a Chinese girl.

My friends and I decided to learn violin at school.
My friends and I discuss this problem with our dads.
My friends' dads and my dad meet and discuss about this problem.
Our dads talk to principal and principal report this to the village mayor.
Then the village mayor tells to higher rank people until it reaches to Chongqing party chief.
Chongqing party chief makes a decision. The same process comes down until it reaches me and my friends.
If Chongqing party chief agreed on it, we get to learn violin at school.
However if Chongqing party chief disagreed on it, then we can't learn violin at school. We need to obey the chief.
