The Spoils System (local/city)
As cities grew, they needed to expand services. Politicians often accepted money to give these jobs away .
The Spoils System is the system of employing and promoting civil servants who are friends and supporters of the group in power.
Powerful politicians, called political bosses, gained power in many cities. These bosses controled work done locally. These bosses were popular among the poor, especially immigrants. They provided jobs and made loans to those in need.
NUMBER ONE CONCERN!!!
In a lot of U.S. cities, reformers set up good-goverment leagues. They were trying to replace discietful leaders wit h honest ones. Although this did not stop all corrupt officials, it was successful in some states.
Cleveland reformers helped with electing Tom Johnson mayor. Johnson, as an honest man, set up good systems, and services for the poor and needy.
