Napolean taking advantage of the puppies was an early sign of his corruption.
I truly believe that in the beginning of Animal Farm, Napolean had the best of intentions for the community. Although as with many powerful people he was tempted by the thought of being able to use the animal's illiteracy for his own use. Napolean allowed this to go to his head and from then on everything escalated to a point where I believe he forgot who he was. He proved that power does tempt people and ultimately corrupts them.
''Power tends to corrupt and absolute power absolutely. Great men (or pigs) are almost always bad men.''
In terms of this quote I myself believe that it means that power can turn a good person into a power hungry totalitarian. Just as in most cities and their local law enforcement. Police are good people but as as soon as they realize what profit they themselves are able to recieve from that power, most of them, will become corrupted! This happens because they realize that they have power over the city they are supposed to protect and they abuse that to protect and better themselves and not their community. This also relates to Napolean in Animal Farm, (explained on the sheep above.) Napolean got a taste of what it was like to have the upper hand and that soon made him just the same as the police. Napolean abused his power in more ways than one and all the animals had to suffer because of his corruption! He became selfish and tried with every fiber in his being to better himself and his community just as the police do. Although, Napolean was, to a point, a great leader but his corruption caused him to become a bad man (pig.)

One reason I think Napolean became corrupted was because he took the apples and milk and was able to get away with it. This gave him the original thought of all the other things he could gain from becoming '''Comrade Leader Napolean'' pg. 25-26
