All three of thee laws that deal with talking on the phone while driving were passed during the 2008 legislative session and signed by the governor.
There are a total of four laws in which Louisiana consists of about cell-phone use. One of those is specifically about texting, but the others all discuss talking on the phone while in possession of the wheel.
Our generation of teenagers is most effected by this law because we are the ones whose cell phones are always in use. We have never known driving without cell phones unless you got your license in the last 6 months.

There shouldn't be many problems with this new law because cell phones haven't been around for a long period of time. It's good that the laws were made early so it becomes a habit not to talk on the phone while driving.
