This is Lino Oviedo. He was head general for the Paraguay's army from 1994-1996. He did not follow an order to re-sign from the army until the president said that he would be an advisor. Ater Lino re-signed the president pushed him away and forgot about him. Lino then ran for president but had to go to court and was taken out of the race. He is currently living in Brazil. Below is a picture of what a small group under his comand woud have looked like.
