Commentary: The Reality of NCLB and AYP
AYP is the measure within NCLB (No Child Left Behind legislation) that determines whether a school is making adequate yearly progress towards the 2014 goal that all students must meet the state’s standards for proficiency in math and language arts.
''NCLB is like a Russian novel. That's because it's long, it's complicated, and in the end, everybody gets killed.'' (former Ohio superintendent )
According to Diane Ravitch, Sr. Fellow, Brookings Institution: “The demand that all students be proficient by 2014 is absurd. This laudable goal has never been reached by any other nation or by any state. The only way it can be met is by defining “proficiency” to mean minimal literacy and numeracy.”
Some recent projections for 2014: Connecticut 93 percent of schools will fail AYP; California 99 percent, Pennsylvania 77 percent, Massachusetts 75 percent.
According to a study from the National Education Association, half of new teachers quit within the first five years. Many are stressed out by the unattainable demands of No Child Left Behind.
