The Individuals with Disabilities Education Act (IDEA) requires that children with disabilities should be educated in what they call the ''Least Restrictive Environment.'' that will meet their individual needs. Studies suggest that special ed students do better in regular ed classrooms rather than segregated classrooms.

Recent GAO study found hundreds of cases over the past two decades where there were allegations of abuse and death when children were improperly or inappropriately restrained.
