Lawmaking Function: Congress decides the legal rules that govern society. These laws may regulate minor affairs or establish broad national policies.
Functions Congress
Representation Function: Congress represents the many competing interests in society. Congress should balance power among these competing interests.
Conflict-Resolution Function: Congress resolves conflicts within American society. Congress resolves the differences among competing points of view by passing laws to accommodate as many interested parties as possible.
Public-Education Function: Congress educates the public when it holds public hearings, exercises oversight of the bureaucracy, or engages in committee or floor debates. Congress presents views on national issues, which Congress decides when to discuss them with agenda setting.
Service to Constituents: Congress provides service to constituents by doing personal work for them (casework). An example is tracking down a missing Social Security check.
Oversight Function: Congress follows up on the laws it has enacted to ensure they are being enforced and administered in the way Congress intended. This is done by holding committee hearings and investigations.
