India came up with their idea of cleanliness with running water and a sewer system. They had a fair government because of racial and gender equality. They made complex city system to cope with the various system set in place for their houses.

The sewage system is important because you don't want people throwing their leftovers in the street. And the running water makes life easier becuase you don't have to go all the way don to a river to get a few buckets of water and bring it back to your house. Gender and racial equality is very important. Having unhappy people makes for an unhappy civilization which would lead to a fall of your whole civilization. The complex cities make housing easier and maps more efficient. An easily navigated city is a happy city.
